From Brazil to Sicily — a structured ascent from home, to development, to enterprise.
A staged program centred on San Gregorio di Catania: first a home and a life in Sicily for three families, then real-estate development, then agricultural enterprise — culminating in the Consorzio dei Nebrodi.
Settle first. Build second. Scale third.
The program is sequenced so that capital and family follow the same path. The partners establish a real life and a tax base in Sicily, deploy capital into a near-complete real-estate operation with limited authorisation risk, and then channel returns into productive agricultural companies that also serve as the qualifying vehicle for Italian residency and, in time, citizenship.
The investor, Stalin Souza and Francesco Vitale — homes acquired in San Gregorio di Catania.
Home → real-estate development → agricultural enterprise → regional consortium.
Legal residence through a qualifying Italian investment, leading to permanent residence and citizenship.
Why San Gregorio di Catania
On the lower slopes of Etna, minutes from Catania yet calm and residential — a settled micro-market with constant demand, scarce new product and stable, rising values. The right place to live, and the right place to build.
Close to the city, away from the noise
A short drive to Catania's centre, university, hospitals and the international airport — while keeping the quiet of a hillside residential town. Ideal for families settling in.
A consolidated residential market
Steady, qualified demand; very limited new-build supply; strong appeal for families and the medium-high segment. Finished product is absorbed by the market rather than pushed onto it.
Value already built
The development opportunity is not raw land but an advanced site: existing volumes, approved planning, reduced authorisation risk — value to complete, not to invent.
A base for everything that follows
From this base the program extends to agriculture in the Sicilian interior and to the Nebrodi mountains — the heart of the consortium.
An ascent, in four phases
The journey literally climbs: from Catania at sea level, up to San Gregorio on the slopes of Etna, and finally to the Nebrodi highlands. Tap a stage to open it.
Settlement — three homes, three families
- Three residential properties acquired in San Gregorio di Catania — one for the investor, one for Stalin Souza, one for Francesco Vitale.
- Families relocate — the households of Stalin Souza and of the investor settle in Sicily.
- Residency begins — registration of residence, tax code, opening of Italian bank accounts, school and healthcare enrolment.
- Why first — establishing a real home and tax base in Italy is the anchor for every subsequent operation and for the residency timeline.
Real-estate development — CORE+ operation
- Existing volumes — circa 8,000 m² already built between villas and apartments, plus circa 3,600 m² of residual buildable area with further development capacity.
- Planning already approved — drastically reduced authorisation risk; completion and commercialisation can be accelerated.
- Value structure — implicit cost of the built asset around €250/m²; exit values for new villas in San Gregorio of €2,500–3,000/m². A spread that absorbs completion costs and protects margin even in conservative scenarios.
- Exit options — Build & Sell (fractioned sale of villas and apartments), Build & Hold (residential rental patrimony), or phased progressive development for cash-flow control.
- Indicative acquisition — circa €2.7M for the asset (subject to due diligence and final negotiation).
Figures derive from the sourced opportunity and the seller's representations; the spread reflects the entry/exit structure and is not a guaranteed return. Full underwriting in technical due diligence.
Own / commissioned photography to be added.
Agricultural enterprises
- Agricultural companies established as Società Semplici Agricole a r.l. (S.S.A. s.r.l.) — limited liability with a privileged agricultural tax regime (taxation on cadastral basis, IMU exemption on mountain land, reduced contributions).
- Subsidised finance — each company applies independently, multiplying the available grant ceiling (ZES Unica tax credit, PSR Sicilia, Resto al Sud), coordinated by Vire srl.
- Dual function — the investor's capital deployed into these Italian companies (from €500,000) can constitute the qualifying investment for the Italian Investor Visa, uniting migration and investment in one structure.
- Returns recycled — development gains from Phase II feed the equity required for the agricultural build-out.
Consorzio dei Nebrodi
- An integrated ecosystem of 28 agricultural companies — milling and pasta, poultry and rare breeds, DOP dairy, oil and wine, conserves, beekeeping, plus hospitality (agriturismo and a 5-star resort).
- A consortium coordinating brand, commercialisation, export, certifications and shared services across all companies.
- Circular economy — intercompany flows where each by-product becomes another company's input.
- Export to the world — circa 40% of revenue at regime toward Germany, USA, Japan, UK, Switzerland and the Gulf.
Residency and citizenship — how it really works
Buying a home does not, by itself, grant residency or citizenship in Italy. The program is built around a real, lawful route — and the investment phases are designed to power it.
Route A — Elective Residence Visa
For those relocating on stable passive income (indicatively from ~€32,000/year per person). It pairs naturally with owning a home in San Gregorio. It permits living in Italy but not active employment.
Route B — Investor Visa for Italy
A qualifying investment of €500,000 into an Italian company (such as the Phase III agricultural companies) — or €250,000 in an innovative startup. The investment is made after the visa is approved. This is the route that links migration to the program's own ventures.
Entry
Visa issued; relocation; registration of residence.
Permanent residence
EU long-term residence card after 5 years of legal residence, with basic Italian language.
Citizenship
Application for citizenship after 10 years of legal residence (the June 2025 referendum to cut this to 5 years did not pass).
Dual citizenship
Italy permits dual citizenship — Brazilian nationality need not be renounced.
This is a strategic summary, not legal advice. Thresholds and procedures are confirmed with immigration counsel before each application.
Roles in every operation
Three principals, aligned across all four phases. Francesco Vitale is a partner in every operation and the strategist who designs the structure.
The Investor
Provides the principal capital across the program — homes, development and agricultural ventures — and relocates with family.
Stalin Souza
Originates the relationship and bridges Brazil and Sicily; co-invests and relocates with family.
Dott. Francesco Vitale MBA
Partner in every operation. Designs the architecture: corporate structure, subsidised finance, real-estate execution and institutional relations — and shares in each venture.

An integrated agri-food, poultry and tourism supply chain — 28 agricultural companies and one consortium, on 80 hectares in Troina, in the heart of the Nebrodi.
One mountain, one supply chain, one brand
On 80 adjoining hectares between 400 and 800 metres above sea level — in Troina, the first Norman capital of Sicily and one of the Borghi più Belli d'Italia — the Consorzio dei Nebrodi gathers the entire value chain of Sicilian excellence: from ancient grains and rare poultry breeds to DOP cheeses, oil, wine, honey and a five-star resort. Each company is independent yet woven into the others through a circular economy, all under one umbrella brand reaching Germany, the USA, Japan and the Gulf.
Vertically integrated
28 companies covering milling, pasta, poultry, dairy, oil, wine, conserves, beekeeping, logistics and hospitality — the whole chain, owned end to end.
Tax-efficient by design
Each company is a Società Semplice Agricola a r.l. — limited liability with the privileged agricultural tax regime, saving up to ~€2.1M a year versus ordinary companies.
Funded by subsidy
Each company applies independently, multiplying the grant ceiling: 67% of the program is covered by subsidised finance, coordinated by Vire srl.

80 hectares, four zones
A single contiguous estate in the contrade of Radicone, San Gregorio and Portella Portaro, rising from 400 to 800 metres.
The 28 companies
Seven thematic areas, from grain to hospitality. Each company stands alone — and feeds the next.
Nothing leaves the chain
Intercompany flows estimated at over €10M a year: each company's by-product becomes another's raw material.
What the Consorzio does
A consortium with external activity (art. 2602 c.c.), chaired by Dott. Francesco Vitale MBA, coordinating everything the single companies share.
Tax regime and subsidised finance
The S.S.A. s.r.l. form combines limited liability with the agricultural tax regime; subsidised finance is layered across four instrument families.
The fiscal advantage — S.S.A. s.r.l.
Taxation on cadastral basis (income tax almost nil), IMU exemption on mountain land, reduced or exempt IRAP, special agricultural VAT regime, lower agricultural social contributions, and full access to PSR and agricultural funds. Estimated saving: up to ~€2.1M a year versus ordinary companies.
Capital structure
Total investment €13.85M, of which €9.28M (67%) covered by subsidised finance and €4.57M of equity provided by the investor. Constituted in progressive batches, starting from the poultry core.
